Project Background and Overview

 

The Kingdom of Saudi Arabia (KSA) is developing a 106 square kilometers Economic City, Saudi Aramco Refinery & Terminal facilities, Integrated Gas Combined Cycle (IGCC) power generation facility and commercial port facility in the Jazan Region of southwest Saudi Arabia, adjacent to the Red Sea Coast. The city will be located approximately 50 kilometers north of Jazan City (80 kilometers distance via existing roads) and 600 kilometers south of Jeddah and is master planned to include residential, commercial, and industrial (light, medium and heavy) zones that will provide business and employment opportunities for the Jazan region. The Kingdom has tasked Saudi Aramco to plan, design, construct, and commission the new infrastructure required to support Jazan Economic City (JEC) and its commercial port facility.

 

2.0. JEC Site Monitoring Engineers Duties and Responsibilities 

 

2.0.1 Port / Marine Engineer (Specialist)

 

A Port Engineer shall perform the following duties and responsibilities but not limited to; review design deliverables, supervision and monitoring EPC Contractors execution of the construction WORK for Port/Terminal facilities for Jazan Economic City Infrastructure and Port (JECIP) development projects:

 

2.0.1.1 Review, resolve and recommend design and planning deliverables for the Port and Terminal facilities project submittals from EPC Contractors and stakeholders.

2.0.1.2 Review Port and Terminal Projects and Design Criteria since the FEED stage related to the Port and Terminal Projects.

2.0.1.3 Perform Port and Marine Planning and Analysis in the shipping business.

2.0.1.4 Review the Port and Terminal related LSTK packages and insure compliance at the construction stage.

2.0.1.5 Perform field inspection and Site visits to monitor the project execution.

2.0.1.6 Report WORK progress on weekly basis to JEC management and highlight milestones.

2.0.1.7 Ensure compliance with the Port and Terminal Project Master Plan and LSTK scope.

2.0.1.8 Review the operation of the Port of JEC from a marine point of view. 

2.0.1.9 Conduct Risk Assessments for Port Marine Services.

2.0.1.10 Develop Quality Management System (QMS) Documentation (ISO 9001:2008).

2.0.1.11 Review technical papers and reports associated with O.C.I.M.F. to insure compliance with International Port rules and maintain a shipping safety database incorporating all defects and substandard operations of vessel’s visiting the port.

2.0.1.12 Review and comment on design deliverables of each design stage of Port focusing on ISPS process, port planning, traffic, system design and others design field.

2.0.1.13 Provide recommendations of Port and Terminal about process, planning, port traffic system, performance of the plant, each stage test of the plant and equipment design to assure the efficiency, adequacy and conformance to overall objectives of project.

2.0.1.14 Support activities of Port pre-commissioning, commissioning, start up, and commercial operation, Vessel Traffic Management Information System (VTMIS) process and operation.

2.0.1.15 Lead and/or prepare or review operation and maintenance manual of the Port and Terminal facilities.

2.0.1.16 Discuss, coordinate and resolve design issues and engineering problems with SAPMT, EPC Contractors and 3rd parties.

2.0.1.17 Act as a technical consultant when required.

2.0.1.18 Review work of engineers as directed, check that reports are written according to established methods of good report presentation, make recommendations for future study or report changes, approve reports for transmittal to JEC manager or his delegates and review work of third parties, including technology reports and engineering standards.

2.0.1.19 Lead and implement in design maintenance and operation of all kinds of recommended solutions.
